We have kept 1.39.0 'min_require' in info.xml, since it's mentioned in the link that to upgrade from 1.38 (or earlier) to 1.46, first upgrade your wiki to 1.39 (or 1.43), and then, you'll be able to upgrade to 1.46. Also we have tested same from 1.39.0 to 1.46.0.
